Can anyone tell me the year and who made the holster

Welcome to the forum. Your P.38 rig looks like it saw a lot of action!

The pistol was made by Walther in 1943.

The makers mark on the holster is hard to read but I believe was made by J.M. Eckart of Ulm/Do. in 1916 and is actually for a P.08 Luger. Ulm/Donau is where Walther relocated to after WWII and still are today.

Is there a tool in the pocket of the holster flap?

the p38 and the holster Was brought back from ww2 by my brother-in-laws uncle who was with Pattons 3rd army. He said that he got it when they liberated a camp. There is a pocket in the flap but no tool.
