Ranger .22 T022302 target dated only 11-14. Based on the others , I'll guess Nov. 1990.
T = Stainless Steel (.22lr)
H = Blued
F = .25 ACP
As far as I know the TPH was discontinued in 2000. I'll add to this as I come across more.

T= .22 stainless
H= .22 blued
F= .25 stainless
G= .25 blued
On the previous page, there are two TPH numbers which may help. T000727 had a target dated 2/17/87; T003649 had a date of 10/87.I have a Carl Walther TPH .22 lr and I'm trying to find out what year it was made in. The serial number is T000583. Please help.

The NRA Museum Dope Bag had an article on the TPH pistols, in which the US production indicated that in 1989, the pistols had been in production for a "year or so" which is not terribly helpful - I haven't found the date when production began in the US, but given the serial numbers above it's reasonable to assume production began in late 1986 or early 1987. Your serial number seems to be the earliest one recorded on this site, though I admit I only looked for about 15 minutes.
BTW, the NRA article stated erroneously that only the .22 cal version of the pistol was produced in the US, which is not true; I have a .25 caliber example, in stainless steel. I've never seen a US production 25 cal TPH in blue steel, but apparently a serial number prefix exists for such a series.
