Have been looking at a PPQ M1 and was thinking of getting into match shooting. It appears that the M1 is not on the allowed guns in the production div in USPSA but the M2 is. Is that because of the paddle mag release?

That's because the PPQ "M1" is really the PPQ as originally added to the production gun list. And you won't find "M1" anywhere marked on the gun will you? Nor will you find "M2" marked on the gun either. It's a PPQ. Both are legal for production class and IDPA SSP/ESP and the 4" is legal for CCP.

PPQ .40cal 4.17 barrel (24.87 oz.)
PPQ 9mm 4.01 barrel (24.52 oz.)
PPQ M2 .40 cal barrel 4.1 inch (24.52 oz.)
PPQ M2 9mm 4 inch barrel (24 oz.)
PPQ M2 9mm 5 inch barrel (26 oz.)
