Trying to find out if the OAL listed for each bullet type / weight in Lyman's 49th is what was tested as a consistent OAL for all the powders and loads in the table, or is that merely the minimum OAL to avoid over-pressure at the maximum load for each listed powder?

If it was not a consistent OAL across the spectrum of listed powders and loads, then how was the FPS and pressure table generated? It seems that it must have been a consistent OAL, or each table is somewhat meaningless since the cartridge length would be unknown for each powder and load.

Example - 9mm 115 gr JHP lists 1.090" as the OAL, but what does that really mean relative to the data table?
