I know a lot of ppl dont like lasers or lights on guns but, i do. So... is there a contraption that is a laser with a light on it and can fit on a P99 .40 or SW99 .40?

yes there is.....
if it is the new style with the open rail ... I think here is a good choice

yes this one works on the S&W99 too
the frame on 9mm and .40S&W are the same,,,,,
the only difference (and I don't know if it applies to the S&W version) is that the slide is longer in the .40S&W and doesn't have the slimmed down front
