I saw an Interarms PPK/S in .22 with "St. Etienne" stamped on the barrel, visible through the ejection port. It is stamped "Under License of Carl Walther..." on the left and "Interarms Alexandria, VA" on the right. Could this be a Manhurin made pistol?

Yes it would.

I have a .380 from the same time period with same mfg./importer arks and its' also marked Made in France on flat bottom of grip/frame.
