just came across a PP '76 German made...it has the marking WSPA Br...???

Indeed. Best guess, I think. While I have not seen it on a pistol, WSPA as the acronym for Wasserschutzpolizeiamt is a thing, and shows documentable use in other contexts.Without pics... Maybe Wasserschutzpolizei Bremen?
