I live in the State of Georgia. If I take my handgun to the local ffl dealer and have his gunsmith replace my trigger do I have to fill out another #4473 before leaving with my pistol.

Nope; definitely not! If the shop says otherwise; find another shop to give your business.

Where the confusion may be coming in is if the gun is kept overnight, there is a requirement for the gunsmith to log it into his bound book and then log it out when it is returned to you. no need for 4473

If the gunsmith told you that, he isn't what I'd call a gunsmith, and shouldn't be working on a water pistol, let alone a "real" gun..
