Hi I was told my P99 came with combat sighting, and not 'target' sighting. Do you know what the difference is? The guy at the store said it had to do with the aiming point when you shoot. That combat sighting is sighted at the center of the target, and target sighting is sighted a few inches low. Does that sound right?

It has more to do with the physical type of sights on the P99 for quick target acquisition. Compare them to a target gun, and you will find a lot of open space between the rear sight and the front blade of the P99 vs very tight space on the target sights. Also, target sights typ. are not 3-dot configurations.
POA and POI will be very ammo/gun dependent. Test with differerent loads & practice with the load you will carry.
