This is my third P38, actually my second since there was a P1 in there too. This byf44 is original, all matching, and unrefinished except for the white faux pearl grips (ugly). Came with a jvd mag WaffenAmt706.

Functions as it it should with no missing parts BUT the hammer will not decock normally as it should by merely flipping the safety lever downward. It can be decocked only by relieving the pressure by pulling the hammer slightly rearward and moving the safety lever all the way down. So decocking with this pistol is a two hand op!!!

Has anyone heard of what might be causing this issue?

It's a pretty common problem, and it has been discussed on the P.38 forum many times. The fix is to try safety levers until you find one that works, or you can simply ignore it and call it a factory flaw. Seems like most collectors do the latter, since they would rather keep the original safety lever in the gun.
