Walther has changed the accessory rail to one that is supposed to be more "universal".

Is this a true picatinny rail. Will Surefire X200/Streamlight LTR series lights fit?

I own one of the 03 model AS trigger guns, but am considering a newer model if the rail will accept the newest LED weapon lights. I really don't want the Streamlight M5 incandescant light.

To my understanding no, they are weaver rails and most of the lights out there seem to be picatinny. I'm in the same boat, I'd love to buy a $100 led light for my 2005 but I don't think it exists.

Walther changed the rails in 2004 to picatinny style

Already have the Las-Tac 2 for my 03 P99.
(that's a bunch of numbers for one small post
)

My next firearm will be one with a standard rail that will fit TLR series light as well as my picatinny Las-Tac 2

The difference between a Weaver and a Picatinny rail is the slot spacing.

I can't find a spec for the Weaver mount, so I can't figure out what is meant by "slot spacng", but everywhere I've looked indicates that stuff made for the one will almost always fit the other.

IIRC, weaver will fit picatinny. Picatinny will not fit weaver
